Changes (vs prior version)
- Per-module thresholds: P-CAL=30 (Kalshi-benchmark statistical-significance convention), P-EVD=10, P-RES=5.
- Phase 1/2 stub modules carry forward-looking thresholds: P-SHP=30, P-BBL=30, P-ACT=10, P-ROB=10, P-COST=10.
- THEMIS-BENCH-NOFAB-1 asserts per-module threshold at the publish gate; a scored module below its threshold is BLOCKed.
- Methodology surface migrates from static /bench/methodology to versioned /bench/methodology/v{N}; /bench/methodology redirects to the latest version.
